Drugs, Big Business and Community Service: Kicking the Chemists in the Margins

What is RPM

RPM is the technical term for attempts by manufacturers or suppliers to enforce a minimum price at which their goods can be resold by dealers or retailers. Such attempts are unlawful under the 1976 Resale Prices Act (RPA), with the exception of goods granted an exemption, like books and, until now, some pharmaceuticals.

Resale Price Maintenance for over-the-counter medicines was introduced in 1962 as an exemption to the Resale Prices Act, which was aimed at preventing manufacturers from price fixing. Medicines were seen as a special case. Many people rely on small chemists and these pharmacies faced bankruptcy if they had to compete on price and availability with the supermarkets.
