03 October 1997 The first Private Finance Initiative agreement involving a local authority is signed, as the London Borough of Harrow and Unisys start a scheme, worth around £1 million over five years, to provide a paperless office for the council's revenue and benefits section. This is the first of 29 'pathfinder' PFI deals being negotiated in local government to reach a conclusion.
