27 November 1997 The Government publishes the National Minimum Wage Bill. The minimum wage is to cover all regions and all sectors of industry. The legislation, however, will give the President of the Board of Trade the power to exempt nearly two million people under the age of 26 in low-paid employment, which would mainly affect the hotels and catering and retail distribution sectors.
