The 159 delegates to the United Nations' Conference in Kyoto agree a legally binding protocol setting targets for cutting the emissions of six greenhouse gases by an aggregate 5.2% of 1990 levels by 2008-12, with some trading of permits. However, the US shows concern that developing countries (especially China and India) do not countenance ever reducing emissions and the Senate may therefore fail to ratify the agreement.
