At the EU heads of government summit in Luxembourg agreement is reached on plans for EU enlargement which puts the Czech Republic, Hungary, Poland, Estonia and Slovenia on a fast track for membership. Accession negotiations are to be opened with the five, together with Cyprus, in March 1998.
