The Sunday Times/Manpower Quarterly Work Watch Survey of 2,221 employers shows a positive balance of 10% expect to increase employment in the coming three months, 4 percentage points higher than a year ago and the most optimistic first quarter expectation since 1989. There was a positive balance of 19% in the manufacturing sector, but a positive balance of only 3% in service industries.
