05 January 1998 The Government's New Deal programme. designed to reduce long-term unemployment among the young. is launched in twelve pathfinder areas. Ale scheme is to be implemented nationwide in April 1998. All under-25 year olds who have been unemployed for more than six months will be required to take one of four options: a job with a private or public sector employer; a job with the voluntary sector; a place on an environmental task force; or full-time education or training. Andrew Smith, Minister of State for Employment, Welfare to Work and Equal Opportunities announces that more money from the windfall levy is to be used to develop 'Gateway' options, which include advice, skills assessment and job search for the older unemployed who have been out of work for over a year. This builds on other variants of the New Deal for those who have been out of work for two years or more.
