27 January 1998 - International [Us] President Bill Clinton delivers the annual State of the Union address to Congress. He announces policies on healthcare and education and outlines plans to submit a balanced budget for the fiscal year 1999 - the first in 32 years. He asks that Congress use subsequent surpluses to strengthen the social security system to deal with demographic ageing.
